Dear colleagues,
I do think that the open & transparent process by which FAO and WHO expect to comply with the mandates given by the member countries is a great ... a really great idea.
I may not have much to add to the ideas expressed very well by all..., .so far.
I only would like to stress that the Global Forum must be a space for exchanging and facilitating of mechanisms for application of good lessons learned from one country to another country (es); from one Region to another Region; from one Organization (public & private) to others, and most important at all, it must be a place where the progress and barriers to get
safer food for all are identified clearly and deal with.
Therefore, the cooperation: North-North; South- South; North -South and South -North may be nurtured and strengthened.

Thanks to FAO and WHO for organizing the GF3 e-discussion forum.
Sharing experiences and exchanging information should be the key objective
of the GF3 for building and maintaining effective food safety system.
The main theme of GF3 should be "Food safety-doing more with less".
GFs should be held in every 3 years , in the developing countries,
following regional conferences and in between CAC meetings. Side events and,
smaller sessions/workshops among the regional countries should be included.
Full and open participation of all partners as Mr.Alex mentioned should be
ensured.

First, I would like to say that I have read all comments with great interest and I would like to place a few comments myself.
I consider the 3rd Global Forum on Food Safety to be very useful, as food safety is an ever-changing issue. Meeting and exchanging experience with food safety system representatives, who are also part of the management, from other countries will lead to:
* the general picture, having prime information of all food safety
systems
around the world is of extreme importance to regulators, who have to anticipate the tendencies in the field of food safety and act accordingly;
* improvement of the food safety system of all the participating
countries, by integrating the experience of others;
* cover emerging issues, which is more efficient done when sharing
experience and through discussions, because actions must be taken in the shortest of time and knowing the most about a specific issue;
* last but not least to come to know and establish a connection between
people involved in decision making in the filed of food safety.
I would also like to address the topic number 3, referring to the themes of the GF3. However, it is a difficult task to rank these themes as I find them all extremely important.
* I would rank first theme number 5, food chain approach to promote
food safety.
This is in my point of view the basis for an efficient safety and quality food control system. It would be useful to see how other counties are applying the concept of traceability, especially since Romania is going to join the European Union.
* The second place, in order of importance, would be joined between
theme number 7 - application of risk analysis in food safety - which seems to me in a great extent linked to theme number 1 - Reaping the benefit of new national food safety systems - reducing the risk from food. Risk analysis is of growing importance. It should be applied in as many fields as possible. The National Sanitary Veterinary and Food Safety Authority and Romania itself would benefit a great deal from the experience of other countries in this area and moreover, the results obtained through a risk analysis based management in the field of food safety are very important and should be shared. On this issue I would share the experience of Romania. Having a single food safety authority has helped to a great extent in having a unitary application of food laws and having a consequent national programme regarding food safety. A single structure has the advantage of better coordination of resources and funds, rapidity of action and a coherent contact for the other stakeholders - like consumers or industry.
* Dealing with emerging and forgotten risks in food is maybe the most
sensitive subject on the agenda. The presentation of statistical and scientific data, already available, as well as planning activities to effectively strengthen this sector would be extremely useful.
* Theme number 3 - Food safety - doing more with less, is one of the
top themes in developing countries. It would be an asset to share experience with other developing countries and learn from the experience of more advanced countries in this area.
* As for theme number 6 - Science as the basis for food safety
measures, the (Romanian) National Sanitary Veterinary and Food Safety Authority has done a lot in order to assure a scientific basis for the food safety management, and could be sharing its experience as well as hearing from others, which would help us improve the process of advice seeking.
* Theme number 4 - Food safety systems - a renewed focus on small scale
(rural), is an issue which the (Romanian)National Sanitary Veterinary and Food Safety Authority hasn't address in a great extent until now. This would be a great opportunity to hear about the experience of other countries in this field, of growing food safety importance.
On the format of the GF-3 forum I would suggest it should start with a first general part and then continue with workshops on particular topics. Within the general part I would suggest a length of one hour for each presentation, maybe 15 minutes for the presentation itself and the rest for discussions related to the presented topics.
In the matter of joint sessions with Codex Alimentarius Commission (CAC), I do consider that all global forums should be held separately from meetings of the CAC, because topics are different. Furthermore, sharing experience is maybe one of the most interesting and important aspects within a global forum, so it should focus on that. The meeting of the global forum should be held ones every two years, alternatively with the meetings of CAC. So 2006 seems more than appropriate.
