Allow me first to introduce myself; My name is Rima Zu'mot - I am the Health and Food Control Director at Aqaba Special Economic Zone Authority in Jordan. We are basically responsible on an area of 375 km2 of duty free, low tax, no customs zone in south of Jordan. Our Zone is considered as the driving force of change into modern governance, new systems and processes reengineering to enhance services on all aspects and acquire an friendly environment for investment promotion in the region.
I had the pleasure to join in both the First and Second Global forums as member of my delegation and was able to present some of our experiences; and hence I would like to stress the importance of conducting a third Global forum and share with you my view concerning:
@ Objective:
I believe that the key objective of the forum should remain as sharing experiences and exchanging information as they are valuable means towards enhancing communication and knowledge transfer between nations and allow for brainstorming exercise between officials on a global level. Having to set recommendations may shift the main objective and message of such forums into more official stage whereby politics and strategic national frameworks be involved.
@ Timeframes and Locations:
Although I agree that convening Global forum as back to back event with CAC will have positive cost implication. Yet, on the other hand, CAC is normally conducted either in Rome or Geneva which may hinder and deprive participation of many developing countries versus convening forums in various developing countries/Regions (as been in GL-1 and GL-2) that will enable more representation and better knowledge transfer
I will be back more on the rest of the areas of discussion.

- 2 thèmes principaux comportant chacun 4 sous- thèmes
- durée des interventions: 20 mn de présentation, 30mn de discussion et 10 mn de recommandations.
3. Thèmes:
N° 1: Tirer bénéfice de nouveaux systèmes nationaux de sécurité alimentaire - réduire les risques liés aux aliments
N°5: Utiliser la chaîne alimentaire pour promouvoir la sécurité sanitaire des aliments
N°7: Utilisation de l'évaluation des risques en santé sanitaire des aliments (proposition faite pour le GF-1 révisée)
4. Calendrier/Lieu
- convocation du Forum parallèlement aux sessions de la Commission du Codex Alimentarius;
- année envisageable pour le prochain forum: 2006
- durée du Forum: 3 à 4 jours
- lieu proposé: Rome/Italie ou Tokyo/Japon

KEPHIS is a regulator of Agricultural inputs and produce. It addresses food safety issues pertaining to pesticide residues, heavy metals and mycotoxins.
Comments on:
Objective
Sharing information and making recommendations will strengthen the food safety structures, which are in place in some countries. Those that do not have them may use the information to draw roadmaps for setting up the food safety bodies. The developing countries should use the opportunity to do so.
Theme ranking
Most developing countries have selectively implemented the framework for food safety to cover exports to the developed countries. The information exchange will therefore be at practical or theoretical level depending on who is contributing. The Theme prioritisation may be geared towards reducing the gap between developed and developing countries. The latter may use the information for drawing roadmaps as mentioned in the comment on objectives. The proposed prioritisation of the themes is:
Reaping the benefit of new National Food Safety systems - reducing the risk from food.
Food Safety Systems - a renewed focus on small scale (rural) production.
The food chain approach to promote food safety.
Application of risk analysis in food safety
Food safety - doing more with less
Dealing with emerging and forgotten risks in food.
Science as the basis for food safety measures
